This is a 1/72 Scale Isuzu TX-40 Fuel Truck Plastic Model Kit from Hasegawa.

The Isuzu TX-40 Fuel Truck was used by both the Japanese Army and Navy as a fuel truck for refuelling aircraft, tanks, and other vehicles. The TX-40 was designed to the Type 97 specification which itself borrowed heavily from American truck designs.
