The rating is 'Below Average' because of the exorbitant price for about 15 sand bags. $20, plus shipping. I knew it was a risky buy, because I didn't know how many bags were in the kit. Suffice it to say I am disappointed. What you see in the product image is exactly what you get. Nine of the bags are in one mold, two more in a mold, then four singles. Royal Model is normally very good, and these bags do look good, but not so much better than the competition at a fraction of this price. Get the Tamiya or Italeri for a better value and more bags.
